Sands of the Missouri River

The Missouri flooded a year or so back and left miles of sand 2 -4 feet thick all over farm land, and now the 3 states it affected has gone into drought, and the sand will not grow anything becaause it won't hold water. Now the USDA says they bulldoze the sand back in the river because of farm chemicals from the land. Danged if they do, and danged if they don't. So in spots the river created pits not in the stream, and they are going to fill the pits with sand, in the meantime who is going to fill the veggie bins?
