To tell you the truth, it's the submissive who controls the situation, not the Dom. And I heard this from a so-called Master. I find it extremely disheartening that some feel they need to be "abused" just to get a little attention. I also know that the Doms are usually rather submissive in thier real lives. Only in the bedroom, for MOST, not all, does this power exchange occur.
