i think it generally means that the person doesn't want the relationship anymore and sometimes the reason can be a little fuzzy, or it's being nice about breaking their heart. in my case, my ex really did have problems... so my most honest, accurate conclusion is that it depends on the person who's saying it.

We all knows it means see ya baby. But most people break off with this statement because they simply do not want to argue about it and they want the words to be as short as can be. If they start saying it's you, not them. Then it's on, and you have a big fight. It's a way to defuse the situation.
Hammering the friends may be the cause, but not the reason for this tack-tic.

It most likely means they're full of shit. That's what most people's "polite" blowoff message means. "I'm too insecure to tell you the truth, so I'll say something that means nothing."
You should answer, "You're absolutely right." and walk away.
