First let me tell you my info for my budget build....LOL I am not a gamer, so this rig fits my needs, so plz don't laugh. I built it for under a hundred dollars...LOL
PCHIPS A33 V1.0 AM2 mobo (price was right), Athlon 64 X2 4400+ 2.3, Adata DDR2 800 (PC 6200) 2X1gig gamming dual channel 1.8 volt kit, 550 watt psu, Windows XP Pro. The graphics card that was highly recomended for this mobo and I bought is an Asus EAH/3450/HTP/512M PCIe X16 (ATI Rad series).
The problem that I am having is that when I install the new card, it is quite stable as long as I am in BIOS, but when Windows tries to boot up, it will continually reboot itself over and over again. I take the card out, and the system is very stable, reading everything as it should.
I set all of the settings in BIOS as I should and when that didn't work, I flashed the BIOS with the latest version and when that didn't work, I simply took the card out.
Can anyone recomend what I should do to resolve this issue?

Hard to find much information on this board, but did you check to make sure that your 16x slots were available in the Bios and that you had a tightly seeded connection? Otherwise, the only other way to check is to find another card (possibly from an old system) to clarify if it is DOA.

"PC Chips" Motherboards use the cheapest chipsets for graphics control out of all the motherboards out there. I'm not surprised it has issues. You bought a decent basic graphics card....and a lousy motherboard to run it on.
Being cheap is not always better...your time is worth something isn't it?
Now you have to deal with this problem.
That being said....
Try swapping the new vid card out for an older series graphics card and see if that works.
It might have something to do with the "Hybrid Graphics" that the ATI card uses....and PC Chipsets are notoriously problematic and poorly engineered chipsets....maybe not compatible?
(I can't even tell you in this space how many compatibility, overheating and lag problems I have seen over the years with PC Chips boards)
You could likely have bought this for the same $$$...and had ZERO problems.

be very careful with this board and return ASAP if possibl. alot of people are having problems with the processor cradle breaking and the processor overheating. there are multiple other complaints about it, but that is the main one.
if your heatsink falls it could land on your video card, therefore effectively taking out your board, video card and processor.
check for a MSI, Gigabyte or ASUS, you will be much happier

Thank you all so much! you have been a big help in verifying my concerns of this board. After I bought it, I read the various reviews on newegg and bought a bolt through retension bracket to replace the factory one and flashed the BIOS. For the time I have invested in this thing and the money that I have spent on it, I should have simply bought a good board. Lesson learned! I am in the process of upgrading to an AM2+ Motherboard and will use this one as a back-up system.

If you go with the AM2+ compatible motherboard make sure you buy the correct memory for it.
It can use faster memory DDR2-1066. (some MB's can use DDR3)
Make sure you get the right voltage memory for your board too...they vary these days.
....usually 1.7v to 2.2v.
...it's important for stability and clocking issues.
I have had very good luck with Mushkin.

Thanx randomwalk for the heads up on that. I have been reading where there has been some issues with the memory. that is why planning and research is vital to a good build. Again thanks to all!

Thanks random! I appreciate all of the good advice! I was thinking about mushkin memory althoug I have always used kingston. I read some good things about mushkin, so I will give it a try.
