All depends who that older guy is oggling, if he stays within his age range I don't think he'll get called a perv. A 50+yr old guy visually undressing a 18-20yr old..is not just a perv, in my eyes he's a sicko.
Since this is the second thread about a similar topic
There is a big difference between a guy taking a look and a guy blatantly staring. I really don't think there is a woman out there that does not appreciate a guy taking a look and yes we do wear lower cut tops and flattering clothes at times for guys to peek. Now if a guy is staring for a extended period of time and a total stranger is undressing you with his eyes it is uncomfortable, rude and at times downright gross.
To add
there is a difference between girl watching (following her with your eyes, staring) and taking a look.

Thats exactly what I said in the "why do women wear low cut tops..." thread. Hell yes we want you guys to look! Same reason we buy nice clothes, do our hair and wear makeup. We want to look nice and to catch your eye.
Now if its a girl way to young, like Goods said, it can easily be defined as "perv" but not exactly. Its not perverted for a man of any age to appreciate a WOMAN (thats over 18 and looking it) of any age that is atractive to them. However, if you have grandkids older than said woman, best bet to look away pops! That falls from the perv catagory straight down to creepy.
BUT!
There is light at the end of the tunnel for you if you absoloutely MUST look at very young girls! If you live long enough to reach an age where noone could even guess exactly how decrepid you are, then you can whistle at any young Lady you like and we just think its funny and sweet. You're no threat when you only travel faster than .3 MPH when your on your Rascal!
But seriously, pervs know when they are bein pervs. You all know how to act in public

Shoot if I had a young or old looking at me I wouldnt know what to do . Do I fall in the cougar stage or am I still young. The ones that kill me doing this is the guys with girlfriends and they are looking and yelling at other girls. the fact is women (and girls) dress in almost nothing dresses and skirts, short shorts, tops so tight or short, that it is a wonder they can get into them. i happen to really enjoy looking at women who have taken the time to make themselved look good. if i am able i tell them that they look good. if that makes me a perv then so be   it.  .

Perhaps I'm the odd girl out. I wear clothes that are flattering to my shape, and what I like. I don't wear clothes for men to take a peek at what I have. Nor do I do my hair and makeup for anyone other than myself, and to be occassion appropriate. Ladies, you have done a great disservice to all woman by leading men to believe we all do that for them.
It's perfectly acceptable for men and women to notice and compliment beauty. It's not acceptable to do it with your partner present, it's called rubbernecking.

I feel that way all the time. Because ok I'm 19 a guy say.... 21 ok checks me out or hits on me. It all good. When I was 16 he was 18. So on like that but a man that 15+ years older it creepy when he was 14 I wasn't even born yet! And let's be honest you can tell what a mans thinking when he looks at you and to kno that 40sum year old guy is thinking something sexual about me makes me physically sick. I'm young enough to be his daughter. He's got kids older than me! Hello!?! I don't have daddy issue.

My Mom and Dad were marreid 50 years and once in a while my Dad would gawk at a pretty young girls. He would tell my Mom....."I just like to look at her because she's so HEALTHY LOOKING." ha.  I guess the real danger in girl watching is if you are in a committed realtionship and your "watching" becomes a habit, an obsession,then a lusting for....well, then before you know it....some guys will take it a step further and they will take action with those feelings. That's where the line has been crossed. And if YOUR woman steers you away from such innocent looking at other women then it's because she doesn't want those innocent looks to become something she must deal with later. Because she knows.....it will be othing but a BIG HURT!
