A fellow I know was on the board of the original committee that got it going, and after he explained to me what would happen with the money (some going to highway fund - like gas taxes aren't enough already!!!!), I just don't do it. The ones I see buying the tickets are already poor mostly anyway. So, no, I don't believe it is working as the public was lead to believe that it would. JMO Brenda

It actually takes about 7 years to get things in order and start seeing the results...give it some time...its not an overnight thing and I am sure it varies from state to state. I have lived in WV as well and it has improved their educational system...I have family that are teachers up there and they really talk about what a positive impact it has had on the state.
