OP - If she just wants cuddling now, it may be all that she wants, or needs, now...or it may be a test...to see if you can take no for an answer, if you will cuddle at all, if you will cuddle to satisfy her even when you get nothing you want out of it, etc. If you cuddle her nicely, at such times, and do not press for sex, she may give you lots of sex later...as a reward. It has worked that way for me on several occasions.
On one occasion, the woman was an acquaintance of mine who had been beaten by her boyfriend, She came to my place after midnight, fleeing the BF, and asked if she could stay over night. I let her. Having just been abused, she was not in the mood for sex. I sat with her on the sofa, and just held her, to re-assure her that there was someone who would not harm her. Later, I put fresh sheets, etc, on my bed, and let her sleep in it. I lay on the floor, in the bedroom, between the window, and door, with a gun handy. I did not sleep, but just rested; remaining alert in case her BF came around. He stayed away. In the morning, I helped her find a storage site, so she could start moving her stuff out of the home she shared with her violent BF.
While he was at work, I went with her to get her things out of the house, and into storage. Then, she moved in with me, until she could get a place of her own, which did not take long. I did not try to have sex with her while she was a refugee under my roof. When she found a place of her own to rent, I helped her move her things into it. I still did not press for sex. After she got settled into her new place, she had me over, and gave me some great sex. We became an item, and the relationship lasted for years. She felt safe around me, because I never threatened her, never beat her, and never pressured her for sex when she was not in the mood. By foregoing sex during her refugee days, I got plenty of sex later on. It was great, too. Sometimes it pays to be a Gentleman rather than a HumpAddict.
