Does he stare at other girl's boobs? I meen more than a glance. Comon, guys will notice a nice looking girl, they are a d*ck if they don't stop themselves to give you the attention you deserve. If he stares at every (large?) set around him, then he's a bit of a letch, but hey, some girls seem to like that too. (Why do women like jerks so much anyway?)
How many dates have you been on and how often does this happen? If you catch him once or twice durring a several hour date, he's deffinately attracted and not a total perv. He just got caught, and if he's bold, yes maybe on purpose.
Either way, he thinks your hot. Now, if you are looking for a relationship with him, try to talk his eyes back up to yours.
(On a side note, make sure he isn't actually looking at your lips. People who have trouble hearing will often read lips and they may not even know it. A lot of people don't even know they have hearing problems.)
