My answer to not only why men stare at boobs, but are turned on by them is that they are the only obvious difference between men and women physically, with clothes on. We both have a head, arms, legs and a butt..but only women have boobs (not counting some 70 year old men LOL). You can be sure if men walked around with an erection pointing against their pants, women would be looking too. We're all sexual creatures. Women, if they're willing to admit it, don't see a hot guy and think "hmm, I wonder if he's a sweet guy that will send me roses." Most, will check out his butt, given the chance. It's perfectly natural. Women want men to notice their "assets", just not drool over them.
Of course, when they bend over, wearing a low cut blouse with deep cleavage showing and they're well-endowed, well, all bets are off, because the imagination works overtime. In the case of an older woman, we see them holstered (so to speak) and imagine that's how they are in the buff, but of course, we know that's not true most of the time, unless they've seen the Silicone doc. Nevertheless, we still look.
Talking about boobs, I'll tell you a funny, true story. Back in the 1987 I drove a cab in LA. On Superbowl Sunday when the Giants won, I picked up a woman at a very exclusive hotel in Beverly Hills. I knew immediately when she got in that she was either a model or actress because she was gorgeous. She was wearing jeans and a loose sweatshirt. So I said "Actress or model?" She asked how I knew. I told her "In this town, anyone as pretty as you is either one or the other or both." As I was driving she told me she was a model, but it wasn't her face they were interested in. She had just finished a Penthouse shoot as Pet of the Month. Now, I swear this is the truth. She said "This is what they're really interested in." raised her sweatshirt, and in the rear view mirror, I saw the most amazing set of boobs I've ever seen.
I hit the brakes, pulled over, stopped the car, leaned back and said, trying to keep a straight face, "Lady, if you want to get home alive, I wouldn't advise doing that again." She laughed. Now, she's still had the sweatshirt up and I'm staring dead into these beauties. So I added, "But, damn, they are magnificent!!" She laughed. I asked her to lower her sweatshirt so I could breathe again. Although, truth be told, I NEVER wanted her to lower that sweatshirt. LOL.
We chatted for about 15 minutes before we got to her condo. When I dropped her off, she actually gave me her phone number and told me to call her. "You're a nice guy," she said "And I don't meet a lot of nice guys in this business."
I chickened out. I figured, what business does a simple cab driver have thinking he could go out with a Penthouse Pet. One of my life's deepest regrets. Given the same circumstances today, I'd call her. Aside from the fact that she was gorgeous and had those "assets", she was a really sweet girl from what I could tell. Most of them are until they've been in the business too long dealing with jerks who just use them.
LA is a very rough town to work in. It can suck the soul right out of you.
I've often thought about her over the years. Wondered if she ever did find a nice guy to be with. Hard to accept that it was 20 years ago.

Staring doesn't bother me as long as it is not so obvious that it draws my attention to it. Some things are just expected but when it becomes disrespectful then I have a problem with it. Also irritates me when men do it when I am with my man because it is disrespectful to him also. Although, he probably couldn't give a rats ass!
