Driver’s licenses and state IDs are fundamentally needed to work and study. On September 21, 2007, Governor Eliot Spitzer authorized an administrative policy change at the Department of Motor Vehicles. Effective immediately, driver’s licenses and state IDs will be granted to qualified individuals without social security numbers, thus restoring policies prior to 1995. Moreover, driver’s licenses and state IDs will look identical for all holders regardless of immigration status.
“Denying immigrants access threatened the public security and safety of all New Yorkers. This policy change signals a new and forward-looking direction for New York, recognizing immigrants’ unparalleled contributions to the state’s economic growth in the 21st century. As much as this policy change will benefit the Korean American community – where one in five is undocumented – this win also builds momentum for comprehensive immigration reform,” stated Yu Soung Mun, Executive Director of YKASEC – Empowering the Korean American Community (one of six steering committee members of the NY Coalition for Immigrants’ Rights to Driver’s Licenses).
“By sticking to requiring proof of residency and identification, the Department of Motor Vehicles draws a clean line between performing their core duties of ensuring the public safety of all New Yorkers and acting as federal immigration agents enforcing complicated immigration documents.

This article is funny. Denying immigrants access to what? getting a driver's license? Now, that sure makes me feel safer as I'm sure most New Yorkers do as well. Now, I can sleep better knowing all those illegal immigrants can now drive across the country with legal licenses to operate a motor vehicle.
oh, i love the 'acting as federal immigration agents enforcing complicated immigration documents.' what bugs me is.. why the hell dont they just arrest the lawbreakers?

The governors reason is because the government hasnt done its job by dealing with this issue themselves..I agree with that, but not his solution of giving them licenses?..But It boils down to this Shitty rotten greedy Incompetent government which should have secured the borders on 9/12 2001 (actually be-4 that but definately after!) & Imagine that its still not done!!! There hasnt been an attack Since,BLAH blah blah! But how many terrorist have crossed our border & are setting up camp? The only thing good about this administration is profits for millinares and billionares..& the f*ck with the rest of us!

Well, guess they will be migrating in droves for this little slice of stupidity, and then be out on the nation's highways everywhere (unless some fool thinks they are just going to stay put and play all legal like, as if they give a rat's ass about any of our laws).
Seems New York is shooting the whole country in the foot with this idea.

THAT would make about as much sense as claiming discrimination just because they stamp your license with "corrective lenses" or something. Would "Organ Donor" also be considered a violation of privacy? LOL Some people will play the race card for the stupidest things.

they dont WANT them to look different. we want the immigrants to actually USE them. instead of whining about "they hit us and run away" we want to encourage drivers to drive legally and safely.

let me see if I understand this. NY is issuing illegals drivers licenses and allowing them to drive legally. Now, I'm sure NY has thought this out and require all drivers to be insured as required in Texas. If an accident occurs, they are to wait for the officers to investigate and issue tickets to those causing the accident. Since the illegal is scared of being deported to whatever country they came from, why would this work?
In Texas, illegals purchase vehicles with cash, never changing the titles. When they create an accident that does not disable the vehicle, they leave the scene. They can slap a new coat of paint on it using sprayers they use to paint houses. Since the title is open and the tag is stolen, expired, or gotten in the name of the old owner. Insurance cards can be issued for as little as $39 so that is covered to get the tags and inspection stickers. Now, if the vehicle is disabled, they simple RUN away.
I wonder why this new incentive will do this? What guarantee will the state offer that once these illegals are registered with the state, that the INS will not just come pick them up? Since no SS or green card will be issued, the license will give them the right to work legally?
Seems like a lot more 'buzz' for politicians.

Hopefully none, since this seems like a good way to get them to come out of hiding and make it like fishing in a barrel.

I should hope not. Still no SS or green card, so they shouldn't be allowed to with just a license, especially since it should be common knowledge that illegals are getting them.

This has been going on for quite some time in Nashville, Tennessee. The illegals can get a driver's license with NO form of ID.. yet, we Americans must show proof of ID. There was a report that came out from the police dept of Nashville for January 06 that 1 out of 3 cars that they pulled over for violations or in a road block were illegals with no driver's license nor auto insurance!

yes that is one of the points, they want them to be able to legally purchase insurance which many unregistered immigrant drivers are not doing. it would work (according to those in charge) because it is a traffic accident and not a search for legal documentation. we have a lot of puerto ricans in the usa who are born american citizens harrassing them about status might end in court. white people are not asked about their country of origin -- everyone just assumes a white person is an american. if this is carried out in the same manner that whites (or blacks) are treated when running a red light or being involved in an accident, there shouldnt be a problem.
