Would this be the answer? A bra covers one purpose-the breast, panties covers the two parts below.
As for the the pair of jeans. Could it be they serve as leg coverings as well as a pair of panties? That would be two purposes.
A skirt being considered only one as it hangs from the waist as a closed apron.

Victoria's Secret....
great store.......I have not found that they sell panties in a package...
They want you to touch the garments... try things on.....
they are very friendly..
They love to help men shop, that are looking for gifts.
Don't be shy about going in there
to purchase something for your gal friend. Women love to open gifts that
say Victoria's Secret on the bag...pour the wine, and light the candles!
Unwrap...let the evening begin!
