I worked in a small town for 2 years as a consultant, twice. I loved it because it was so easy to become "Well Known". I was so popular in one town that the made me judge of a their local beauty contest. No Lie!!!!
If I lived in a small town I would be really involved in the community. I probably run for an office.
Just be out there...get involved. Find a cause to support and you will be the one choosing instead of searching.
