Sounds like he's a little c*ck-eyed. As long as he's looking at you with his good eye, it's all good. Although if he seemed nervous while meeting you, that might be reason to think he's got something to hide or he's meeting you at a place where he could be discovered. it's fun to think about things like that.

it sounds like you either picked a a bad apple , or are you dating to far up the ladder so to speak, many people will date someone that far far better looks and get treated bad, than to date someone average and treated good. only you know the real answer here.

No. It lacks respect.
If a person happens to catch someone's eye briefly, once, I could see that as just someone happening to walk by that caught the person's eye for a moment. But a respectful person would look away pretty darn quickly and pay closer attention to their date.
