soapy water only works if you spray it on the insects so you have to see them. doubt it would do anything in this case. but its good for things like aphids. wont kill 100% but may take population down to a manageble level.

Try a tablespoon of baking soda to a gallon of water. Spray once a day for a week. The prob is a worm feeding. Problem solved.

Sounds like a Groundhog to me.
My neighbor sits at his window and shoots them.
They love when the plants are young and tender. They eat all the leaves and leave only the stems.
Go Figure!!

Deer will eat leaves and young shoots, really prune back a tomato plant. Horned cutworms do the same but can often be seen and picked off.

If you don't want to spray, look for the greenish colored worm. What he said above, to get it moving. You have to look closely because they camouflage really good. Just pull it off your tomato plant, place in a jar and watch it eat. Kids will love watching it. I thought they looked fascinating.

Better technique for moles and stuff coming up, use a crapload of flour on the ground before watering. it makes a pizza crust-like cement
