While the idea of certain nations having populaces that are less educated (and to a certain extent actually less intelligent due to such factors as malnutrition and poor natal care) is assuredly true, the premise of the book is that such differences are genetic whereas they are actually caused by differing environments and governmental policies. I saw on the news the other day that soon, teachers do not have to mark a wrong answer wrong if the student can show how he/she came up with the answer. That don't make sense to me. 9x9 equals 10 is the example.
That answer can be marked a a correct answer.

I used to tutor black adults for their GED exam. Most blacks intelligence stops at the level of an 8 year old white kid in the 3rd grade.
They can understand math up to the 3rd grade level; but it is incomprehensible to them after that.

You're suffering from confirmation bias. Yes genetics has an effect on intelligence, but due to the relatively homogeneous genetic variety of humans as a species (an artifact of the Toba eruption around 70k years ago that nearly wiped out humankind shortly before the exodus out of Africa) the differences between groups on a hereditary level are miniscule in comparison to the impact that environment plays. For example, multiple nationalities and racial groups with low average test scores in their home countries and as first generation immigrants to the US show vast improvements in the second generation as long as they are given equal access to nutrition and education. The Irish for instance were the lowest testing group in Europe up until just a generation or two ago, whereas now they are near the top in Europe and people of Irish descent are also the highest testing racial group in the US.
