I found the solution to my lazy retractable safety belt problem.

My fix worked on both front safety belts on my 1998 ES300 Lexus (which by the way uses Toyota safety belts and therefore has the SAME design found in Camry's, Sienna etc...)

A 17 year old car with a lazy seatbelt retractor, more than likely, needs a new one. Either a new retractor, or a new car, would fix that issue.

Because if it was slow to retract, would it also be slow to engage? Especially in an accident? Not to mention the age of all the other safety items.

Pretty much all the seat belts you can find now have a 2 stage lock up,If one fails then there is a second mechanical lock up...slow or not...when the ignitor goes off..beleive me.. whatever slackness you have, it will take it all up. 2nd lock up is, any vibration accident or not and it will lock up..that's how all 90% of the seat belts works..
Except for high end cars with more complicated system which I rather not cover.
