Does any know if you could ink white over black without the black comming through? Put it this way I have an outline of a tattoo but would love to get it all done in white including going over the outline. Can you actually do this?

its not quite like painting your house a new color, pretty much the only thing that covers black is black. if lightening is what you want, you might have some luck "tattooing" without ink, basically rip up the skin real good an make it scar over, but i recomend just go with what you got, cover it, or have it removed professionally an start over.

My dad is a pro Tattoo artist he does it all the time it depends on how dark the black is and how it was done some is so light that bright colors can go over it and you never tell it was there some are so dark they have to be covered with tribal or something that has lots of dark colors in order to hide what was there. Some flash artists sell designs that are made for covering up others.

No, you cannot.
White ink always fades. It lasts longer depending on skin tone, IE ; On a caucasian it will fade fastest, while on an african american it will stick around a while longer. But in the end it always fades out.
The only way to cover black ink is with more black ink.

Unless it is EXTREMELY faded black ink, then you could cover it with color but it would still have to be a darker color.
Find an artist whos work you love and then go to talk to them about your options. They may have an idea on how to achieve the look you want despite the black outline that is already there.
