This is such a loaded question.
What is she wearing? Is she by the beach in a bikini? Office in conservative clothes?
I have noticed both, one or the other at different times. Over all it is the Attractiveness that catches my eye.

Gotta be honest.
Probably the first time I see anyone is at a distance... am I gonna see their eyes?... or will I be able to see other features that are more prominent?... hmmmmm.
I love lokking in someone's eyes... kinda tuff to do at say 50 feet.

Men, by nature, are driven by visual stimuli..it is buried deep in the genetic genders.
Big boobs = Good and fruitious life for offspring..it's not going to change..LOL...However...
I try my hardest when I see or meet a woman to keep my eyes above the "Equator" I definitley agree that the eyes are the windows to the soul, but when I believe no-one is looking, I'll still check out the rack.
It's a man thing.

it kind of depends on how far away i am. if i am walking toward a girl i usually notice her boobs first but once i am face to face with her i do notice her eyes

its not the first thing all of us notice.... but in the club it might be ... if its in a club then yeah even I tend to think a little more primal but online and out in the world no ..... with the eception of women who have nipples sticking out through there shirts ... thats just plain evil lol
