Leave car door open at home introduce dog to car while parked not running. Get dog comfortable with environment getting in and out of car use treats and show him or her his spot. Hold and praise them repeat repeat johnny

Take short drives, preferably to a place where you can get out and have a bit of dog fun, with treats! This helps your pup associate the car with going someplace exciting. If the car ride always ends up at the vet or sitting alone in the car while you go into a store, then staying at home on the couch or chasing butterflies in the yard is much more fun.
Another thought...
Is your dog getting car sick? Lots of dogs do and it makes a ride in the car miserable for them. Heavy panting when it's not hot can indicate nausea. How old is he? Young dogs are more prone to car sickness, and tend to out grow it. Treating car sickness for dogs is the same as for people. Gentle acceleration and braking, not driving on a full tummy... maybe a well padded bed, to help with stability. Of course, for people being the driver keeps car sickness at bay, but I don't think that would be too good an idea for your pup...

Could be that he suffered some kind of trauma associated with cars in the past.

He shakes and tries to hide in the floor of the car
but he is a large dog so he can't do it and I have to
pick him up to get him in the car and that is hard to
do......

Could you use a travel crate? I have a rescue pup who does not travel well at all, she is far less stressed in a crate though.

Unless its necessary to travel with him, for as traumatized as he seems to be,I would leave him at home. Some suggestions here,, of coax him in the car when its sitting to get him used to it,,is a good idea.. When a dog is that afraid.. the more you force him to do this the more you enforce the fear.. there is a reason in his past of why he is so afraid. If you got him at the pound you don't know what his history is.He could of been beaten severely when he was in the car,he could of been thrown out and injured.something tramatic has happened to him to cause him to react this way.If I had the dog I would not force him.Dogs are as subject to emotions as we are,and they can have long memories.
