Thought about a Ravens shirt cuz he's a big football fan, but he has a few already and I don't want to duplicate. I just bought myself a tshirt that says, "I support 2 teams. You can watch the games together...maybe also invite some of his friends and yours over and make it into parties...but at the end of the evening you bring out the bow.

I'm not sure about what the budget is, but I've read some comments on inside jokes about a football team... that is a good one if it fits in the budget.
Another idea...
Many moons ago, when I was flat broke (yes, I had a negative balance in the old checking account) and was dating a guy, I made use of the items I already had at home (my computer, yeah!). I created a coupon book with fun things such as a one hour full body massage, and, well... there were other things... you know him best and your relationship status, so I would say to use creativity within the realm of what you are willing to do... because if they are interesting enough.. he will definitely cash them coupons in.
I would say to come up with no less than 10 different ideas and you can either duplicate all of them to make multiples (say a book of 20) or just duplicate the ones that you think he will make the most use of. Don't forget to add pictures, fonts, and creative paper (maybe colored).
The key here being that you don't want to give him a coupon for something that you wouldn't want to do for him.

If he drinks (wine or booze of any type), buy a budget fitting sized bottle, then hit up the dollar store for a cute basket, the fluffy stuff for the bottom of the basket, two "appropriate for the booze" glasses and wrap it all up with cellophane and...and a bow (Maybe add some nibblies too, if your budget permits)

I don't now if anyone said this just got online. i dont know how much you like him , but just wrap up a small box with an (IOU) in it then put it in another box wrap it and so on. if family is there he does not have too show it to them, and you will not get embarrassed. I think he may enjoy that more than any tools or cologne. I know I would JMO
