For admiring a total stranger, erm lustfully admiring a total stranger rather, I'd have to say every square inch of her body.
For admiring someone I might be interested in getting to know on a little more personal level, her ability to cover up erm her body. To me, cleavage screams NEXT, sure I may look, but won't buy. Arms and legs are good to show, but belly, chest and your thong (unless your near a body of water), really tell too much.
For admiring someone I know on a personal level, her mind, wit, ability to converse, agressiveness.

It depends on the woman. I will tell you it is more a combination of things that keep me interested.
The figure and or how she carries herself attracts and is what initially turns your head.
