I upgraded my memory and when I tried to boot 3 beeps and no video.Put the old memory back in still got 3 beeps and no video.Tried to boot with no memory installed and still 3 beeps and no video.Tried the original memory in another machine and the memory is good.
Power supply issue or onboard video card?I'm leaning toward online video card but no way to test except buying a video card and since I just bought a new laptop and built a new desktop i hate to spend extra on something I don't need.

If it was a video card problem, you would not get the beeps, just no video. It is a memory problem, and since you tried the old memory, possably the Motherboard memory controller is bad and that would mean a new motherboard.

Motherboards used to have beep codes. Different sequences of beeps meant different codes, which described different problems.
Now I haven't come across this in recent times, and I'm not sure if motherboards still use beep codes. I would look at the manual for your motherboard, or e-mail the manufacturer to find out what the 3 beeps mean. It could be specifically telling you what is wrong, but you don't have meaning of it!
Make sure you didn't disturb the cpu/heatsink or any other components else while upgrading the memory!

3 beeps is a memory error post code.
Check the following.
1.Memory seated firmly into slot.
2.Correct type is used Non ECC for non ECC boards.
3.Incorrect placement some boards are picky about placement check the manual or get the specs for the system online.

I would try:
1. reseating the video card
2. putting in only one stick of RAM at a time
3. You can always buy another video card, and if it works, and the old one still doesn't after testing it again, or if it doesn't work, whatever, you can return with 15 days if you go to Fry's, or wherever you go must have a return policy (it's not software so...).
4. Make sure all peripherals are unplugged (USB, other cards, etc)
5. click your heels together 3 times.

abbalahdun is absolutely correct.It is a memory post(pre operating system test)error code. Make sure all contacts of your memory cards are clean. also do the same with your video card. sometimes in the process of installing memory in tight quarters we inadvertanly move other cards in the vicinty of the memory slots. Trying one stick at a time is also a good idea. Right now I would try to get it working with the old memory first so you may isolate any problems with the new ram..( ecc, non-ecc etc.) If you can get it working again, then carefully try to install the new ram. On occasion I have found that you will need to reset the cmos( either with the jumper adjacent to the nickle sized battery, or just remove the battery on the motherboard and then re-install it.You may need to go into the "setup screen" for the cmos and set it to a setup mode to allow it to boot). After literally thousands of PC's I have found that you can usually get it back where it was, and then procede from that point.
