He interested in me he was just Immature and plus last girlfriend did all the kissing and all. He didn't have the confident to show me he wanted be with me. He wasn't ready for relationship.

OP I agree. What is so darn important that you need to be on your phone on a date or any other place for that matter. Heck people using their phones all the time. Man put those things down and experience the world around you.
On a date or out with friends I put my phone on silent. There is no need to be on the phone during those times.
OP sounds like this guy is not interested in you.

When I'm on a date my phone stays in my pocket, if I get a txt I look to make sure it's not my kids, but even if it is we already made it clear no answer is a "No" to the question they asked. and only if its something important do I answer it then
anyone else i don't even read the message let alone answer it at all

by she could of stay in her house and do that there

He wasn't ready for Relationship. He still wanted to hang with his friends and stay up late playing video games and sleep all day on his day off. He was younger then me but he Immature he had lot growing up to do. He just so lazy and he go visit everybody but me that just lazy and sorry right there. But break up with him. But do give that person a chance sometime they don't deserve any chances.

I disagree to the extent you say. It's not universally rude at any point at any time during any date. Some people CAN find it rude, of course. It's more conditional.
When one goes to the bathroom? How would I feel back to the table while she's texting? Not offended, sorry. 
When there's a lull in the conversation and looks to her phone to see what time it is, and says "Oh, my friend texted me - she wants to know if I'm safe, haha..." and briefly texts back. How would I feel? Not offended, sorry.
I think it's the context & timing in which it's done that can be Really rude (like texting while the other is talking to you), a little bit rude (blindly texting someone while convo is on the DL & you're both eating), or not rude by any means.

This is true!
As a general rule: Yes it is rude to text just to talk to other people.
However, there are excpetions to the rule here:
Your job: some folks have one that requires them to answer their phones.
You have children and there is an emergency.
You have relatives like I do that you are responsible for. I do. I have a father who is almost 81 and legally blind. You bet I will get my phone if he calls.
I also have a diabetic cousin that I have medical power of attorney over that is a diabetic so bad that he has to be constantly mointored.
When I go out on a date, I explain to them why I have to get this call, etc.
But for me to get that call it better be awlfully important. Otherwise, I will ignore it. Because, my date needs my undivided attention.

I went to the beach to meet a woman on a date and within the first 2 mins I was ready to leave ...she wouldn't put her phone away,shook my hand while scrolling Facebook the whole 15 minute walk was alerts pings beeps and buzz'z and excuse me excuse me I'm sorry go on, now this went on from the start so I know it wasn't me,it was her idea to go and it was my idea to leave ,it's a sign of somebody with no real life outside the internet or any social skills ...either that or she was just a dating site wh*re
