Some individual officers do but many do not. Members of L.E. communities often do not get sufficient training due to economic limits in place presently.
This is prevalent in the smaller towns and counties.

Cops do crime. Relationships don't matter much and shoudn't. They treat all criminals and perps the same. The only relationship is if you are going to jail or not for whatever stupid crap you did. Minorities are like everyone else and being a minority doesn't give anyone the right to break the law or be stupid because they think are part of some special "my kitty hurts group". The law is blind as it should be.

The relationship between the police and the community is very important to both the police and the people of that community.
If cops have a bad rapport with the people they work for then they will be ineffective in their job ( protect & serve )
