I noted new regs are in place for buying water heaters since Aug 2015. I just want to know what is best way to go. Ours just but the dust.
Seems like everything is this year.

My water heater rusted out, after about 12 years. I just had to replace mine, before these new regulations.
I went to Lowe's, and did the piping(PVC) and gas line installation myself. I am not within code, and have no issues. If your basement or water heater area has moisture, get an extended warranty. The Lowe's offer made mine from 6 years, to 12 years. I'll have to recheck that.
Avoid Consumer Reports. They are biased, by whomever is funding their "Studies". Just look at their studies for the Apple iPhone 4, or How to Get Better Gas Mileage.
If you contact a couple of local plumbing companies, they may even provide some of the best brands to buy.

Gas or electric? I got my current one thru our electric co-op, my home is all electric.

They sell them at Home depot, but thru our power company at the time I replaced mine all I had to pay for was the installation.
