An economist at the Congressional Budget Office suggested on Monday that the federal government could start charging people based on how far they drive in order to generate more government revenues to spend on highway projects.
Chad Shirley, CBO's deputy assistant director for microeconomic studies, gave a presentation that says federal gas tax revenues are falling short of federal spending on highway programs. But to resolve that problem, Shirley didn't propose less federal spending, and instead offered three suggestions.

The first is simply, "charging drivers" more the more they drive on roads:

Shirley said that one way to charge drivers more is to implement "vehicle-miles traveled charges."

Some members of Congress and some officials in the Obama administration have argued for years that a vehicle miles traveled tax, or a "VMT" tax, should be imposed in order to create more federal highway revenue. The Obama administration in 2011 floated a draft bill that would have created a VMT.

Among other things, that plan foresaw the installation of equipment on people's cars and trucks that would measure how far they drive, and the collection of taxes electronically through a reading of those devices at gas stations.

More recently, some Democrats have proposed legislation creating a VMT tax. But none of these plans have advanced in the Republican-led Congress.

CBO's presentation also said the government could get more money from drivers by charging them more when traffic is bad. Shirley calls that "congestion pricing."

A third option, Shirley said, would be "allowing tolling on additional existing interstates."

Shirley cast all three ideas not as higher taxes or fees, but as an attempt to "make federal highway spending more productive for the economy."

The way these a**holes think, we may just as well send in 100% of our income, and let them decide how much they will return to us. They can have their luxury vehicles, mansions, world wide travel to exotic destinations, any form of recreation they desire, and we will survive on bugs, seeds and rodents for food. That way, us peons won't f**k up the environment for them, or get in their way. Of course, we will still be allowed to procreate, so that when we get sick and die of old age at 37 years old, our kids can replace us and keep the system flowing.

It's not about highway funding. If it was, they'd stop stealing money from the highway funds we already overpay into. Highway funds have been raided from day one, and no one is guarding the money.

This VMT Mileage Tax is a diversion. We already have several. We pay a tax on every gallon of fuel, excise taxes on every tire and car battery we purchase. The more we drive, the more taxes we already pay. It's a use tax. The more miles we use the highways, the more gas we burn and tires we wear out and the more we pay. Ask any professional truck driver.

Let's not allow ANY electronic devices that measure how far we drive or when. That is just another Big Brother device to track where and when we commute. We have this old-fashioned device called an odometer. It measures miles.

My state records the miles each time we receive our MANDATED safety AND emissions inspection. The annual fee is considerable. Then we pay a registration fee. Does anyone know what we receive for the privilege of THIS fee? What are MY benefits?

Don't get me started on the license plate readers that record our movements and perform unconstitutional warrants. Google it! Plus OnStar can document where we've been at any moment.

While we are on an automotive subject, check your auto insurance. The uninsured and underinsured fees are itemized. It ain't much, but it's there. Inform your insurance agent that you'd like to cancel THAT portion of coverage. I don't know about every state, but mine MANDATES that every vehicle have a minimum insurance coverage. If not, it's a crime. So we purchase coverage to protect ourselves. That's what insurance is, a statistical gamble. Tell me why we need to buy insurance for my neighbor, if he doesn't obey the mandate? He's the criminal, but we pay HIS insurance. We pay twice.

Bejamin Franklin more or less invented insurance. We pay for our own protection. Without insurance, we are at financial risk. That's what insurance was created for, OUR financial protection.

I tried this at my agent's office. I received no answer other than, ...'you have to pay it'. Why then, is it itemized and not included in the main coverage? I don't wish to insure the other guy's risk.

The next mandate will be for everyone to pay auto insurance, whether one owns a car or not. They might get hit by one. Trust me, they thought of it.
