I don't believe unconditional love is humanly possible, but the closest to it is probably "woman to child." And thats my answer. A righteous mom will usually stand, sacrifice, do whatever necessary for her child. Not so much anyone else.

We can rule out number one right off the bat...women don't love men like we think what love is suppose to be...not even close., Most don't get with a guy for love anyway...more like he is a some total of parts and what he can do and he becomes a commodity to them.
I'd say the over all strongest is a dog to a good owner.
The rest on that list is subject to individuality, not a group.
but, if I was to pick one...mother to a child.
But you left off Man to a woman, why I don't know... when you consider the song "when a man loves a woman" is pretty accurate...that would have tied with mother to child in my opinion.

Nothing wrong with mother to a child.
the problem is they convince the guy they marry or have the kids with, if its thru love, that he is number one to him, and they would do anything for.
All humans, regardless the gender want to feel they are the most important thing, to that person they share love with it...its simply a human trait.
So..when the kids come along, if she can still make him feel that way to her and still give that motherly love to those kids...the odds are you retain a happy marriage.
If not...in time the marriage fails.
Of course than can be other factors, and he might treat her differently later and be the culprit too
however I applied what I did, because it pertains to the question and likely the number one answer.

If love can/could be measured, which one do you feel is or would be the strongest... and why?
I gave Father son and daughter because I believe a lot of men have a different level of emotion for each... not so much mothers I believe. And intentionally left out the gay shyt. 
I don't think you can compare men and women love to that of a parent and a child.
To me it's a different kind of love. Same as some women and men have different relationships with their son's and daughter's. Terms like Daddy's girl and Mommy's boy reference this.
Take in mind as well not all men and women love their children. Society certainly reflects these elements. Father's and mothers that have nothing to do with their kids. Be it the parents fault or the actual kids.
So I think it's based on the person. Ahem regardless if they're heterosexual or homosexual.
So there is no clear answer or measurement on who provides unconditional love.

Me to my grandmother.
This woman has spent half of my life beginning me not to wreck shit on her account.
I love her so much I didn't realize how obsessive and psychotic my love for her was. I lived my life FOR her. I did good in school, so I could go to college, so I could get a job that I enjoyed, all so that I could ease the disappointment her daughters gave her when neither graduated high school.
I throw whatever money I have at her, never expecting it back, which made me realize I was trying pay for her affection.
Everything I've done revolved around how it would effect her.
And now as we both get older I spend everyday fearful of it being her last day. In my hurry to grow up, I didn't noticing that she was growing with me.
One day the person whose been here for me since day one will be gone. And when she goes she'll take my heart and whatever humanity I had left in my soul with her.
I pray the fate is merciful and takes me first. She's lost many people and my death wouldn't effect her as strongly and her's would effect me.
I don't think I'll ever be able to love another that strongly or that unconditionally.

I'm still surprised the op, didn't include a mans love for a woman...from what I've observed in life..." in general" men love deeper and stronger to a woman, than vice versa.
