The Synod of Hippo refers to the synod of 393 which was hosted in Hippo Regius in northern Africa during the early Christian Church. Additional synods were held in 394, 397, 401 and 426. Some were attended by Augustine of Hippo.

So there were several meetings of Hippo. The first one was in 393 AD. But others followed, and the Bible wasn't finalized until about 419 AD. Not everything was settled in 393 AD.

The whole area of "tradition" is riddled with difficulties. The early Church leader and writer Tertullian, who invented the idea of appealing to tradition, used it to justify the practice of triple immersion at baptism, the requirement that the Eucharist should be taken in the early morning, and the prohibition of kneeling at Easter or on Sundays. Because of what you deserve, that is, death, even the Son of God had to die.” (section I.I, part 2, trans. C.W. Marx). And again with reference to Eve,, "For straightway that impatience conceived of the devil's seed, produced, in the fecundity of malice, anger as her son; and when brought forth, trained him in her own arts." (On Patience 5:15). He died fulminating against the faction that is now regarded as orthodox.
