Yeah, it was an interesting situation. An off duty officer was walking with his girl, saw my friend, then the officer got in my friends faces screaming at him about offending his woman. Then, to top off the situation, the officer punched my friend, broke his sunglasses and cutting his eyebrow, which needed stitches. And somehow my buddy is the one who gets in trouble. For peeing.

There should be some sort of stress/personality test (incognito).
If the man/woman "loses it" they should be disqualified from the job!

Minneapolis is a reasonably peaceful big city, yet they end up paying out between 20-25 million a year in police brutality cases.
Those don't count the murder trials. This last one is going to be 10 million easily.

WASHINGTON — Social networking websites have become such an important source of information that even sex offenders should not be barred from social media, the Supreme Court ruled unanimously Monday.

It didn't help state officials that their case focused on Lester Packingham, whose sex crime in 2002 resulted only in two years of supervised probation, but who was arrested eight years later for celebrating the dismissal of a parking ticket with a Facebook post that began "Man God is Good!"

That appeared to go too far for the justices, several of whom noted during oral argument that social networking sites have become a major part of "the marketplace of ideas," in Justice Ruth Bader Ginsburg's words.

"Increasingly, this is the way people get ... all information," Justice Elena Kagan said. "This is the way people structure their civic community life."

Although North Carolina's law goes further than most states, Packingham's victory represents a ringing defense of free speech rights for some of the nation's most reviled citizens — the estimated 850,000 registered sex offenders. Kennedy called the case "one of the first this court has taken to address the relationship between the First Amendment and the modern Internet."

The state's senior deputy attorney general, Robert Montgomery, had likened the law to a 1992 Supreme Court decision that forbids politicking within 100 feet of a polling place. He noted that social networking sites are used to gain information in more than 80% of online sex crimes against children.

"These are some of the worst criminals, who have abused children and others," he said.

Thirteen states defended the North Carolina law in legal papers as a weapon against the illicit use of social networking sites, which they said are used in one-third of Internet-related sex crimes resulting in arrest.

North Carolina's law was passed in 2008 as a way to add "virtual" neighborhoods to the physical locations — such as schools and playgrounds — from which sex offenders are barred.

During oral argument, only Justice Samuel Alito mounted much of a defense of the law, suggesting that it could be limited to core social networking sites rather than The New York Times or Betty Crocker. "There are still alternative channels," he said.

But David Goldberg of Stanford Law School's Supreme Court Litigation Clinic, who represented Packingham, said Twitter hosts about 500 million tweets a day, and Snapchat hosts 10 billion videos — statistics that are not replicable elsewhere.

Alito wrote separately Monday to say that the court's reasoning in the case went too far.

"The court is unable to resist musings that seem to equate the entirety of the Internet with public streets and parks," Alito said. "This language is bound to be interpreted by some to mean that the states are largely powerless to restrict even the most dangerous sexual predators from visiting any Internet sites."

Jilly - I realize reading comprehension is not your strong suit as we all seem to notice post after post.

Prog said the guy complaining was an off duty COP who then lost his temper & PUNCHED the person peeing.

I did not "assume" anything.

And as far as bad cops go, there's a definite problem lately - if you haven't noticed.

Cops (especially COPS) should be even tempered & not short tempered people without self control.
They are supposed to be the ones to defuse a situation - not escalate it.

Go back & watch the Facebook murder of Filando Castile. That cop was just found INNOCENT for murdering a well respected black man. That cop went off half c*cked shooting the guy 7(!!!) times for doing as he was told & reaching for his ID.
What was worse is that there was a woman & her toddler in the car. That cop nearly shot that child.

In the video of the whole thing going down its very clear the cop just lost it & he was the one that escalated the situation. The WOMAN whose boyfriend was being murdered (with her child in the car) was the one speaking calmly trying to de-escalate the situation & CALM THE COP DOWN!!!

If you think THAT is the proper temperment for a COP, then you're not smart enough to realize that makes him just as big of a danger to society as any other murderer - but WORSE!

These cops are walking around with permission to carry a loaded weapon & they're freakin trigger happy, afraid of their own shadow & have anger management issues.

They cost cities & counties a lot of TAX PAYER money in the law suits that follow - not to mention the innocent lives they're taking away.

Yeah, I saw that. Good decision because they shouldn't be punished when their time is served (and that guy's sentence was suspended), especially in a way like that, involving freedom of speech. Also, if they're going to have that registry, how stupid can you get to not have one for murderers as well?

State law applies as jurisdictional presedence is set.

All state law is not the same.

Know your own state laws.

In some states there are exceptions for teens who arecof mandatory age but still under the age of 18 to have boyfriends/girlfriends who are, say, 3-4 years their senior and no contributing or statutory sexual charges apply.

Once one serves their time for doing their crime(s) they are released from incarceration on probation or parole.

When one serves their time successfully on probation or parole they are forever under a "conviction" umbrella unless they request the govenor of the state of conviction to expunge their criminal record.

In addition any incarceration, the presiding judge may impose additional conditions to the conviction.

A good example of this would be when the judge suspends or revokes your driving privileges because of your conviction on a DUI, regardless of how much time you may serve jail or prison.

However, the imposition of restrictions on Internet access is something that is now been taken out of the judiciary's hands.
