i was on the highway doing 60 when i noticed i forgot my handbrake up for about a mile, so i put it down, and when i did everything braked me to a stop, is this normal for a chevy tracker 2003, or WTF?

You better get the emergency brakes looked at ASAP. You could have fried them.
Back in the day when I owned a manual transmission vehicle, I NEVER used my emergency brake. I always parked it in gear. Living in the rust belt, you engage an emergency brake, and they have a nasty habit of not releasing.

im inquiring as to why the parking break would seize the truck to a stop by disengaging it, just doesn't make sense, the parking brake was on, and by disengaging it, for some reason caused it to tighten.

Perhaps that kind and type of vehicle uses an automatic adjuster, and said adjuster got jammed in the process.
