Immediately for cow and milgamite, but if you use chicken shite you better wait a month or two, it will burn the young plants. I used to gather the cow when hunting and buried it in Japanese raised gardens....hard to keep the neighbors out of my yard after a rain the psychedelic mushrooms would go crazy.

Depends. If fresh manure, I would apply now and either let sit until weather warms in your area to plant, or preferably apply and till or plow once before then. If it has been composted it can be applied closer to planting or even after as a top dressing.
