The body adapts to how it's trained. So to get faster at the mile and a half distance, you should push yourself on the mile and a half distance 2-3 times a week to get your time down.
Are you overweight? If so, slimming up some would help.

Work on doing 1/8 mile sprints. Sprint as hard as you can for 1/8 mile then jog back 1/8 mile to the starting point then do it again.
