Now, there is a few things that affect this: alcohol and provocatively dressed females.
Exposure to either of those or both of those at the same time will result in lapses of your judgment, and possibly bad decisions.
Just work on being assertive. Maybe try taking on a job in Retail, or at a Call Center. The training programs for call centers teach you how to be confident and professional, when dealing with people. The training gives you a skill, that you can use at any job, or even in relationships. It is skills that teach you how to understand and communicate with a stranger.
Sales jobs have really excellent training, for developing these skills, as well.
Nothing wrong with being shy. I am anti-social, myself.
If you want to develop some "people" skills, why not get paid to learn them?

Interesting quandary, I've never been there.
I would suggest simply doing things you enjoy and it's likely you will run into people with similar interests. Unless of course the things you enjoy are all things you do all alone.
Perhaps some volunteer work at an animal shelter or a human shelter or something to do with parks and open spaces?

find people that enjoy the same hobbies you do. Do you have Meetup.com where you live?? Great please to meet people with similar interest. I do a walking group, a card game group, and a foodie group.

What do we all have in common?
We love the outdoors, nature, exploring and adventure.
"T" you need to find groups or clubs where you have something in common with people. I formed a adventure/hiking club and I found the top three people on my list that way.I also found friends volunteeting for the forest service. So GET OFF YOUR A** AND GO DO SOMETHING PRODUCTIVE!!

Maybe consider going back to church or joining the Republican party and volunteering at the grass-roots level... pursue the things that interest you and keep your eyes open for people who have a similar mind-set.
Plan fun things to do and ask others to join you.

If you are looking for people out of need...you won't find anything valuable.
When you are in need of something, you just put out there the wrong vibes..
Try to get more confident and feel good with yourself...
Socializing should be a FUN not a NEED.
