I was looking over a sample ballot the other day (wish I would have kept it now - would make this thread a bit more accurate) and was struck by how entrenched some processes are in our governmemts. It isn't just the federal government that gets bogged down in this junk, its all of them from the local to the county to the state.
For instance....
The ballot measure to change the state constitution to abolish the $0.05 limit on mileage reimbursements..............imo this wasn't taken far enough. They are asking us to approve the removal of the limit and leaving it wide open for legislature to vote in what ever they think they can get away with. This bill needed to incorporate a clause that the mileage reimbursement would be tied to the Federal guidelines for this region. By adding in that one little clause there would be no need to tie up legislature time debating (as if) and voting themselves a raise whenever they felt like it. JMO
On the other hand you have a few of the propositions.....
The one on stocks has linked short selling and certificate delivery deadlines in the same prop. This is insane. They are two completely different issues. They are asking us to declare short selling illegal (which will never ever stand up to court challenges if it passes) and at the same time asking us to mandate a no later than delivery schedule for sold securities (which is a good thing and needs to happen). Again, strictly my opinion, but why would I vote to pass a measure, that is going to wind up costing a ton of money in court fees, only to have it thrown out??? While I support the delivery portion of the prop, I can't in good conscience vote yes on this, not knowing it will only waste our tax money in defending a lost cause...............
I know some might think this would have been better placed in the politics forum but as these are specific to SD I thought they'd be better here.
Anybody else in SD notice the stupidity of tacking on issues to bills that really don't have anything to do with each other???

Here like most places people go for the hype and image rather than actually look at the issues.
Trying to slip in 2 separate issues on the securities initiative was probably someone's way of undermining the part about delivering the securities in a timely manner with the short-sell section that would never stand up in court anyway, scaring some voters off and/or intentionally undermining the the delivery section sice they're the same bill and if one part is challenged and a restraining order put against it then all sections of that law would also be under the restraining order.
I think it's about time for some new blood in the AG's office, Mierhenry has tried to pull too many fast ones.
