"tried everything"?
..would that include a spray baking soda and soap mixture? I had to look up what a phlox is, hadn't heard of it. I personally do not have an attraction to a lot of garden flowers (I prefer veggies) but came across this baking soda treatment, though it looks like a mold/mildew issue can be a terrible problem to solve. Adding a bit of oil to the spray was recommended also, it is to smother out the mold spores.
Best of luck on your moldy chore.

Hey that'll work!
Here are a few hints for the future. You can avoid mold by ensuring you don't plant full sun like phlox in an area where they get too much shade or near plants that are taller. That way there is more air circulating ans less likely to find mold. Also, try watering just the soil with either a soaker or a wand aimed only at the soil root s area.
Make sure you use soil with some sand, compost mixed in to ensure good drainage. Phlox hate clay soil and our reward for not treating the soil every year is mold. (I have 4 composters and barely keep up as we have a lot of clay here and after 17 years, still have a lot of clay when I turn the soil)
