They are safe. Go ahead and use them. Old used railroad ties are good too.

I cut half lap joints and bore a 9/16th hole at each end and drive #4 rebar stakes for an 8'X8' bed

Well...surprise on me. Arsenic, the objectionable compound used in CCA pressure treated lumber has been banned since 2003. Read the entire article if you go to http://www.gardeningblog.net/2009/04/12/using-pressure-treated-lumber-in-raised-garden-beds/

I line the insides of the beds with plastic and run it up the sides before putting my soil in this keeps the grass out and isolates any seepage from the timbers.

If it was me I would line the insides with a heavy gauge plastic but just the sides poke a few holes in it that way if the roots get close to the sides there not going to pick up any chems.

This answer is "Right on". Since 2003, CCA lumber is treated with copper based inhibitors and testing has shown that any "Leeching" is so minute as to be un-detectable.
It is SAFE to use even without a plastic liner.
