I'm trying to find 16's I can wrap in some kind of meatier rubber.
For weeks now, I've been abusing CL ads in the auto parts section for wheels/tires. But haven't really seen anything yet.

General tires? Those tires are crap. The only set I have ever yanked off one of my vehicles with only 20K miles on them were indeed Generals.
The inner belts broke, and they leaked air horribly. My fix was a set of B.F Goodrich tires.
