I will will say with proof and confidence that 98% of the population in the USA are very stupid. Regardless of that language they speak.

This question is too general for me to reply.

Do you mean those who speak fluently in another language other than English and can't speak proper English?

Do you mean those who can speak proper English but choose to speak slang because it's a part of their social demographic? Like internet slang, otaku slang, etc?

Do you mean those who don't speak proper English or choose to speak slang because it's their culture?

For the most part no, refusing to speak English only has it's benefits. I always get a good laugh when a Korean who speaks English and Korean, tells the broad sitting in her chair getting a pedicure she is a fat cow, who is paying her $30 for 15minutes to fix her disgusting feet. For the vast majority they are at least Bilingual, and we cater to them, press 1 for English.

Not necessarily, but if they want to get ahead in this country they need to become very fluent not just good enough for government work.

Some older people born in America can't speak English because they grew up in traditional tribal homelands speaking Hawaiian, Navajo, Hopi, Apache or other Native languages.

Stupid?
They're too boorish to be called stupid. It's always been bad manners to speak a foreign language if even one present person doesn't know the language.

They very much limit their opportunities and must stay in groups that speak their own language. They are necessarily stupid. More likely they have never bothered to learn the language.

Of course they are stupid. Smart people would learn English, to gain the benefits that would bring...ease of applying for jobs, understanding authorities who speak to you, etc. In Australia, you do not get to stay-as an immigrant-unless you learn English. It may become that way here, too, one day. If you are learning handicapped, try to learn English, and find it difficult that is not stupidity. That is a slow learner in need of remedial training. If you could learn English, but don't even try, that is stupid.

yes and no

doesn't mean they aren't capable
questionable how smart is is

but then too...
govt is pretty f'd up about this
providing forms in multiple languages, rather than requiring official language to be used
EVEN WORSE, some places/cities have OFFICIAL lanaguges that aren't english

i've seen city street signs printed in dual langauge formats

so yeh they stupid for if for not being able to function in the predominate language
but they aren't any dumber their our own govts allowing, even fostering, it

BTW
there is a standing UNIVERSAL "system" for many things
such as driving signs, colors, symbols
which americans are mostly oblivious too

notice how on electronics, they no long have on/off wordings, but odd lil symbols

notice various equipments use odd/ off shaded colors?
like safety orange and red

even navy gray, rather than a standard gray

all that stuff isn't by accident or result of some oddball govt clerk typo of shits and giggles

They are not stupid .. We dont know their story ...We dont know why they cant speak English fluently ... There is always a reason why such things occur.. Here in Aus they have Adult english classes that are free to Help migrants and also anyone who has trouble with the language for what ever the reason

I don't think they are stupid! If your parents raised you to only speak their native language, why is it their fault?

The parents are cheating them out of opportunities, but the kids can always learn the English language when they are out of their parents home!
