GALT, Calif. (AP) — California is taking its fight against global warming to the farm. The nation's leading agricultural state is now targeting greenhouse gases produced by dairy cows and other livestock. Despite strong opposition from farmers, Gov. Jerry Brown signed legislation in September that for the first time regulates heat-trapping gases from livestock operations and landfills. Cattle and other farm animals are major sources of methane, a greenhouse gas many times more potent than carbon dioxide as a heat-trapping gas. Methane is released when they belch, pass gas and make manure. "If we can reduce emissions of methane, we can really help to slow global warming," said Ryan McCarthy, a science adviser for the California Air Resources Board, which is drawing up rules to implement the new law. Livestock are responsible for 14.5 percent of human-induced greenhouse gas emissions, with beef and dairy production accounting for the bulk of it, according to a 2013 United Nations report. Since the passage of its landmark global warming law in 2006, California has been reducing carbon emissions from cars, trucks, homes and factories, while boosting production of renewable energy. In the nation's largest milk-producing state, the new law aims to reduce methane emissions from dairies and livestock operations to 40 percent below 2013 levels by 2030, McCarthy said. State officials are developing the regulations, which take effect in 2024. "We expect that this package ... and everything we're doing on climate, does show an effective model forward for others," McCarthy said. Dairy farmers say the new regulations will drive up costs when they're already struggling with five years of drought, low milk prices and rising labor costs. They're also concerned about a newly signed law that will boost overtime pay for farmworkers. "It just makes it more challenging. We're continuing to lose dairies. Dairies are moving out of state to places where these costs don't exist," said Paul Sousa, director of environmental services for Western United Dairymen. The dairy industry could be forced to move production to states and countries with fewer regulations, leading to higher emissions globally, Sousa said. "We think it's very foolish for the state of California to be taking this position," said Rob Vandenheuvel, general manager for the Milk Producers Council. "A single state like California is not going to make a meaningful impact on the climate." Regulators are looking for ways to reduce so-called enteric emissions — methane produced by bovine digestive systems. That could eventually require changes to what cattle eat. But the biggest target is dairy manure, which accounts for about a quarter of the state's methane emissions. State regulators want more farmers to reduce emissions with methane digesters, which capture methane from manure in large storage tanks and convert the gas into electricity. The state has set aside $50 million to help dairies set up digesters, but farmers say that's not nearly enough to equip the state's roughly 1,500 dairies. New Hope Dairy, which has 1,500 cows in Sacramento County, installed a $4 million methane digester in 2013, thanks to state grants and a partnership with California Biogas LLC, which operates the system to generate renewable power for the Sacramento Municipal Utility District. Co-owner Arlin Van Groningen, a third-generation farmer, says he couldn't afford one if he had to buy and run it himself. "The bottom line is it's going to negatively impact the economics of the California dairy industry," Van Groningen said of the new law. "In the dairy business, the margins are so slim that something like this will force us out of state." State officials say they're committed to making sure the new regulations work for farmers and the environment. (Investor’s Business Daily) – Democrats who are having trouble getting out of the first stage of grief — denial — aren’t being helped by the fact that, now that all the votes are counted, Hillary Clinton’s lead in the popular vote has topped 2.8 million, giving her a 48% share of the vote compared with Trumps 46%. To those unschooled in how the United States selects presidents, this seems totally unfair. But look more closely at the numbers and you see that Clinton’s advantage all but disappears. As we noted in this space earlier, while Clinton’s overall margin looks large and impressive, it is due to Clinton’s huge margin of victory in one state — California — where she got a whopping 4.3 million more votes than Trump. California is the only state, in fact, where Clinton’s margin of victory was bigger than President Obama’s in 2012 — 61.5% vs. Obama’s 60%. But California is the exception that proves the true genius of the Electoral College — which was designed to prevent regional candidates from dominating national elections. In recent years, California has been turning into what amounts to a one-party state. Between 2008 and 2016, the number of Californian’s who registered as Democrats climbed by 1.1 million, while the number of registered Republicans dropped by almost 400,000. What’s more, many Republicans in the state had nobody to vote for in November. There were two Democrats — and zero Republicans — running to replace Sen. Barbara Boxer. There were no Republicans on the ballot for House seats in nine of California’s congressional districts. At the state level, six districts had no Republicans running for the state senate, and 16 districts had no Republicans running for state assembly seats. Plus, since Republicans knew Clinton was going to win the state — and its entire 55 electoral votes — casting a ballot for Trump was virtually meaningless, since no matter what her margin of victory, Clinton was getting all 55 votes. Is it any wonder then, that Trump got 11% fewer California votes than John McCain did in 2008? (Clinton got 6% more votes than Obama did eight years ago, but the number of registered Democrats in the state climbed by 13% over those years.) If you take California out of the popular vote equation, then Trump wins the rest of the country by 1.4 million votes. And if California voted like every other Democratic state — where Clinton averaged 53.5% wins — Clinton and Trump end up in a virtual popular vote tie. (This was not the case in 2012. Obama beat Romney by 2 million votes that year, not counting California.) In fact, police officers in the state will be banned from arresting any person under the age of 18 for soliciting or loitering with intent, according to Senate Bill 1322. California Gov. Jerry Brown signed the bill on Sept. 26, and it will go into effect Sunday. The law also requires police to report allegations of child prostitution to county child welfare agencies. Advocates of the law say it will help child victims of sex trafficking get treatment rather than sending them to juvenile hall and tagging them with a rap sheet for prostitution. State Sen. Holly J. Mitchell, D-Los Angeles, who introduced the bill, said, “The law is supposed to protect vulnerable children from adult abuse, yet we brand kids enmeshed in sex-for-play with a scarlet ‘P’ and leave them subject to shame and prosecution. This is our opportunity to do what we say is right in cases of sex trafficking: stop the exploiters and help the exploited.” But Travis Allen, a Republican lawmaker representing the 72nd Assembly District in the California Legislature, warned of the fallout from what he called a “terribly destructive legislation [that] was written and passed by the progressive Democrats who control California’s state government.” “Teenage girls (and boys) in California will soon be free to have sex in exchange for money without fear of arrest or prosecution,” Allen wrote in a column published by the Washington Examiner. Allen acknowledged that Democrats sincerely believe the law will help child sex victims, but he issued a dire warning about the “immoral” consequences of decriminalizing child prostitution. “Unfortunately, the reality is that the legalization of underage prostitution suffers from the fatal defect endemic to progressive-left policymaking: it ignores experience, common sense and most of all human nature — especially its darker side,” Allen explained. “The unintended but predictable consequence of how the real villains — pimps and other traffickers in human misery — will respond to this new law isn’t difficult to foresee. Pimping and pandering will still be against the law whether it involves running adult women or young girls. But legalizing child prostitution will only incentivize the increased exploitation of underage girls. Immunity from arrest means law enforcement can’t interfere with minors engaging in prostitution — which translates into bigger and better cash flow for the pimps. Simply put, more time on the street and less time in jail means more money for pimps, and more victims for them to exploit.” Other experts agreed with Allen’s assessment. Paul Durenberger, an assistant chief district attorney in Sacramento County who oversees human trafficking cases, told the Sacramento Bee in February that the legislation is similar to “bills that a trafficker would want to write to protect themselves.” Alameda County District Attorney Nancy O’Malley, a respected leader on the issue of human trafficking, said the law “just opens up the door for traffickers to use these kids to commit crimes and exploit them even worse.” The Bee noted that a program in Sacramento already relocates sexually exploited children from juvenile hall to treatment programs. Upon completion of the programs, child sex victims are cleared of charges. Allen argued that when police officers take child prostitutes into custody, it helps young sex-trafficking victims escape their abusers. “Minors involved in prostitution are clearly victims, and allowing our law enforcement officers to pick these minors up and get them away from their pimps and into custody is a dramatically better solution than making it legal for them to sell themselves for sex,” he wrote. “That only deepens their victimization and renders law enforcement powerless to stop the cycle of abuse. SB 1322 is not simply misguided — its consequences are immoral.” California’s sex trafficking industry is notoriously large. In 2016 so far, there have been 307 cases of trafficking involving children and teens reported to the National Human Trafficking Resource Center. In 2015, the federal government selected Sacramento as one of six U.S. cities to flagship human trafficking.

California may prohibit local law enforcement from cooperating with federal immigration authorities, creating a border-to-border sanctuary in the nation’s largest state as legislative Democrats ramp up their efforts to battle President Donald Trump’s migration policies. The legislation is scheduled for its first public hearing Tuesday as the Senate rushes to enact measures that Democratic lawmakers say would protect immigrants from the crackdown that the Republican president has promised. While many of California’s largest cities — including Los Angeles, San Francisco and Sacramento — have so-called sanctuary policies that prohibit police from cooperating with immigration authorities, much of the state does not. The Democratic legislation, written by Senate President Pro Tem Kevin de Leon of Los Angeles, comes up for debate less than a week after Trump signed an order threatening to withdraw some federal grants from jurisdictions that bar officials from communicating with federal authorities about someone’s immigration status. The Senate Public Safety Committee considers SB54 Tuesday morning. The Judiciary Committee will also consider fast-tracked legislation that would spend state money, in an amount that has not been disclosed, to provide lawyers for people facing deportation. Some Republicans have criticized the Democratic reaction to Trump’s policies, saying bombastic rhetoric and provocative legislation will inflame tensions with the president and harm California. The debate over sanctuary cities reached a fevered pitch in 2015 after Kate Steinle, 32, was fatally shot in the back Juan Francisco Lopez-Sanchez, who was in the country illegally after multiple deportations to his native Mexico. Lopez-Sanchez, who told police the gun fired by accident, had been released from a San Francisco jail despite a request from federal immigration authorities that he be held in custody for possible deportation. Trump often cited the Steinle case during the campaign. Many other cities and counties in California also refuse to detain immigrants for deportation agents out of legal concerns after a federal court ruled that immigrants can’t be held in jail beyond their scheduled release dates. Jerry Brown was instrumental in causing most of the bad while governor the first time. Sad that he got 'elected' again, seems people just think they can fix things by doing the same thing all over again. That's called STUPIDITY. They bought the package the first time and it failed. After repeatedly attacking and criticizing President Trump, the State of California is officially asking for his help as they have run short of resources in wake of severe weather that has caused significant damage in the state. Gov. Jerry Brown has asked President Trump to declare a major disaster for California because of damage from January storms. The letter sent Friday says the relentless series of storms caused flooding, mudslides, evacuations, erosion, power outages and at least eight deaths. Northern California was hardest hit. Brown says the storm system was so severe and widespread that state and local governments need federal assistance to continue dealing with the problems it created. Governor Brown has made his disgust for President Trump known in the past as Breitbart reports that back in March of 2016 Governor Brown said “If Trump were ever elected, we’d have to build a wall around California to defend ourselves from the rest of this country,” which Brown later said was “a joke.” In addition to snarky comments made from Brown, add in the hateful rhetoric of Maxine Waters who is calling from Trump’s impeachment because in her words, “This is the most outrageous and ridiculous President that this country has ever had.” That statement pretty much embodies how most of the politicians in California feel about President Trump. Also consider Calexit. There is a growing movement in California to leave the rest of the United States since the state has become so liberal that it doesn’t come even close to where most states are at politically. Then throw in the ruling of the Ninth Circuit Court (located in CA) this last week which blocked Trump’s Travel Ban and put the country at risk and now President Trump has a decision to make. The State of California has created a travel ban that prohibits public university students from traveling to ‘anti-LGBT’ states according to a report by the Los Angeles Times. The report, released Tuesday, indicates that law went into effect on January 1 and prohibits students from the University of California and California State University from traveling to four states: Kansas, Missouri, North Carolina and Tennessee. From California Department of Justice.: The travel prohibition applies to state agencies, departments, boards, authorities, and commissions, including an agency, department, board, authority, or commission of the University of California, the Board of Regents of the University of California, and the California State University. The Daily Caller reports that the travel ban has already been felt by dozens of students who were planning on traveling to other states for academic activities. From The Daily Caller: The new law’s effects were felt by students at UC Davis, who planned on attending an undergraduate research conference in Tennessee. The new law prevented the students from attending because UC Davis was going to pay for them to go. More than 100 Californians were chosen to be a part of the Council on Undergraduate Research Conference at the University of Memphis in April, but those who attend public universities will not receive funding to go. The move to institute a travel ban against other states after expressing rage over President Trump’s travel ban on dangerous foreign countries is complete hypocrisy from the State of California. California’s travel ban came from California’s attorney general Xavier Becerra who recently slammed President Trump for his travel ban on seven nations that have strong connections to terrorism. From The Sacramento Bee: “It discriminates against human beings based on their faith. It denies entry to those with proven and legitimate fears of death and persecution. It tramples on centuries of American tradition,” Becerra said in a statement late Saturday, adding that the order should not stand. “Justice in America doesn’t live or die on the stroke of one man’s pen regardless of how high his office,” he added. Trump’s travel ban is about keeping dangerous refugees out of the United States in an attempt to make America safe while California’s travel ban is about keeping as much money as possible from going to states that have different LGBT laws, essentially economic warfare.
