It is hard to work one's way through Comey's psychobabble to understand what motivated him to jump out in front of the Attorney General, and call for a special Press Release just to announce the Hillary Email investigation was over and determined there was nothing to charge her for as she intentionally violated no law.
He said he did it, because he was motivated by the conversation of Bill Clinton and The Attorney General on the tarmac pushed him to make this decision. He said that was a bad optic, and that he wanted to preserve the dignity of the FBI and the public trust in the reputation of the FBI. 
This way, he could also slam Hillary and damage her campaign by telling everyone, "In my opinion, Hillary acted carelessly". Knowing, that if the Attorney General announced the result of Hillary's investigation to the public, she would not have slammed her with his negative opinion that she was "Careless"!
He wanted to get that out there!
Duh! It was never his privilege to slam Hillary nor a part of his job. 2ndly, it was never his privilege to be holding press conferences or a part of his job either. 
He does the investigations, determines if any laws were broken, and turns his findings over to the Attorney General- The Attorney General announces these things to the public.
So, Comey made no sense out of his reasons to do so. He just looked like he wanted to slam Hillary for personal or political reasons!
THE BIGGER QUESTION:  didn't he announce to everyone that there was already an FBI investigation underway of Russian's meddling in the election and certain members of the Trump staff were also under investigation for colluding with the Russians!
Like I previously said- Political motivations! 
Incorrect. He said that there was an investigation but that Trump was not the target of an investigation. He never said there was reason to suspect collusion.
He also said that Hillary DID commit a crime. He said she had three Emails with classified markings as well as information that was above top secret. She testified before Congress that she had NO classified Emails on her server. Perjury. He said she was extremely careless. That's a federal misdemeanor that disqualifies her from holding public office.
You do make a good case for his termination though.

Speaking of which... What did Russia hack? Nobody ever said what they hacked. DNC? RNC? Disney Land? The 2016 playoffs? Maybe they placed a bet and hacked the scoreboard.

Fallguy, it turns out that that was a balefaced lie, the timing given by Comey was inaccurate, Comney leaked the memo BEFORE Trump made that statement.
