Ferguson, a blue-collar, largely black suburb of St. Louis, gained international notoriety after police officer Darren Wilson gunned down Brown, an unarmed 18-year-old shoplifting suspect pictured manhandling store clerk.. Comparing the cost of the settlement versus the potential if they lose and the cost to litigate, it made sense to settle. Neither the city nor the officer generally have a say in whether there is a settlement since it is not their money.
