Hey jb, is your company involved in this Federal program COOP, Continuity of Operations Plan?
Our county departments are working through our Emergency Management through the Feds to do this COOP. It is a plan for not just local gov's but also private business's. We have to put together a plan to ensure each department to ensure mission-ready in an emergency or threat.
I'm the one going to the classes and putting the plan together. The more I learn about this plan the more im convinced that it is in responce to the new oreans hurrican disaster and the lack of local and federal responce. This plan wants us to be prepared to react within 12 hour of a disaster and beable to carry the weight for up to 30 days. Sound about like the reaction to new oreans to you?

No. The COOP Program is primarily focused on preserving the continuity of government operations. There will be little if any direct private industry involvement unless a private company has a contract with the government in some way or some other form of committment (e.g. Defense Contractors).
We do support the Local Emergency Planning Committee and Emergency Operations Center which is another branch of Homeland Security. Even then we don't particularly participate as a company. For example, I have people trained in HAZWOPER, and Confined Space/High Angle rescue operations that can volunteer on a personal and individual basis, but not in an offical capacity as an employee of the company.
There are many reasons it has to be handled this way, not the least of which are laiabilities the company might incur if it's employees were acting "within the scope of employment". Private individuals are protected from litigation by good samaritan laws in most states, companies are not. Government agencies don't have these liabilities or need to worry about the risks they bring.
So we support many programs indirectly through individual efforts, but not as a matter of company policy.
