I have discussed this elsewhere.

Imported industrial hemp is already very cheap -- it is unlikely that domestic hemp would be significantly cheaper (if it is, then it is the blame of artificial government controls like tariffs or subsidies, or because transportation costs are oddly high). Aside for recreational or medicinal marijuana growers selling the otherwise useless stalks of the plants for industrial purposes, it will likely never catch on, and thus will have no significant economic effect.

If you want to have a positive impact on the environment through hemp, you will need to do it yourself. Those businesses which don't use hemp currently, but could, are not likely to switch over even in the face of domestic hemp becoming available.

Besides, some states already grant permits to grow hemp in an industrial capacity.

I've used hemp rope. Oddly enough, it was while I was in the military. It's tough stuff, but smells like crap, and the smell tends to stick to you a little.

I think it has to do with the medicinal properties of THC delta 9, and particularly the tumor inhibitive properties, and there being too much money in conventional cancer treatment. I only say this because the federal government has been suppressing proven alternative treatments to cancer for decades, including gene-targeting treatments in similar fashion to those which are now available from big pharma and metabolic treatments like DCA and antineoplastons.
