it's still strong, when i opened the pcv system,i found it ,it was clogged,so i cleaned,i did "the glove test " on the engine oil cap,it shows little bit inflating, but not as much ,as it was before,i do have some suspicion that some vacum lines is clogged( i really dont know) i m not mechanic, but i like enjoy fixing things

Get into a Volvo online chat / forum room. They have a fix for that. I don't remember what it was exactly, but a friend of mine with a 1997 Volvo had the very same issue.

Blow who?
Most everyone gave you the lowdown on blow-by, but no one mentioned the effect it has on the rear main seal and timing cover seal as well as the oil pan and valve cover gaskets.......that blowby is essentially pressurizing the crankcase and helping the oil compromise your engine's seals (create external oil leaks). As far as harming the engine, if oil is getting past the worn valve guides and into the combustion chamber, it can lead to spark knock (motor oil has a very low octane rating and will promote self-ignition). Correcting the problems is thru "rebuilding" AKA "re-ring job" the engine ..new piston rings and a valve job. You can "remanufacture" the engine, boring the cylinders oversize and installing new pistons and rings and then the aforementioned valve job. DEpending on the initial wear of the engine, a re-ring may give you 60,000-80,ooo miles of service. The "Reman" job could go 200,000 plus if done with good detail and serviced regularly.

Hollow out that pcv valve and run a small vacuum line to it, creating a slight positive vacuum in the crankcase. Use small line, like 1/8 dia so it doesn't afe your idle too much. If you do it right, no smoke, no leaks, and you may even pass emissions.

i had an old corvair yrs. ago, that was blowing oil out the oil filler tube, i fixed it, but am not sure now what i done, been a long time ago, seems like i removed the shroud over the motor, and something under there was stopped, some sort of vent i guess,
