You can bet your a** that there was a lot of things going on here.
Some girls were at vulnerable stages in their lives where they thought Bill Cosby could promote their careers in show business. Some probably did willfully spread their legs for a chance at Hollywood while others were also probably drugged and taken advantage of against their will. I think you have a little bit of both here.
I could surely understand why some of these girls did not want to report it to the police back then. Willfully or un-willfully, most women would be so embarrassed for their friends, work associates, and family members to know that they had sex with Bill Cosby, they would want to keep it a secret and not just report it.
There are millions of unreported rapes here in the United States that occur every year for these exact same reasons. And I'm not just talking about men forcing themselves on women rapes.
Hell if a man was raped by another man, I doubt he would want anyone to ever find out about that as well. Most especially his best friends and work associates. As cruel as people are today, can you only imagine the rumors and jokes going on around the water cooler in that guy's office, huh?
Many times women do report their rapes, and they are treated like wh*res while on the stand as they are questioned about every sexual encounter they ever had. Other women see this, so they decide it may be best to just keep it a secret when they are raped themselves.
It's a shame, but, a lot of the public, a lot of judges and juries, and a lot of police investigators still have the ole, "A woman can always run faster with her skirt up, than a man can with his pants down" syndrome!

Innocent or guilty of what? I don't have the evidence, to go through and make that judgement. The jury did and was split. As for my opinion, they're all guilty of something including the so called victim's. The one that made it too court, put herself in many positions, that leaves her with no credibility. As for Bill, it wasn't enough that he could've sex with these women, he's a sexual predator, who gets off on drugged up and catatonic women. Some sort of sick fetish, probably into corpse's.
