If family was so important to you, then I guess you could always choose to upgrade the Family Orientation to Level 3 or 4, as fully upgrading it would only cost you around $6 of you $10, which leaves you $4 for other areas.

Hmm, I don't know about that. You could take Option 3: Family Orientation down to Level 2, to get within range($9.50), and it would get you where you want to be, but if you aren't willing to work at your marriage, then there is still a chance of divorce.
