Because the money required to get these IDs without the needed documents can be (and often are) in excess of $100, require often significant time off to acquire (costing more money in lost wages) and (thanks to concerted efforts to shorten their supply), often transportation to a far away office to get the documents where they need to go.
People who are most unlikely to do these things are young people and people who are impoverished; and people who are impoverished are more likely to be people of color.
Republicans know This, have admitted as much, and recycle the same baseless claim of voter fraud to justify artificially classing their political opponents out of the Democratic process.
That's why.

You keep conflating the people disenfranchised with people who have never been eligable. That's just not true Jill and you should know as much.
In Ohio in 2015, more than 200k people who had registered to vote before were purged from the voter rolls - people who had voted in 2008 but skipped the 2012 election found themselves unable to vote on procedural measures.
This is not a Dem issue Jill...its an American issue.

There are many more, too many to put here. Most follow the same theme: Trump foolishly followed the faulty analysis of Gregg Phillips of True The Vote, an online anti-voter-fraud site and app. Phillips estimates that illegals cast three million votes in the 2016 election. He's wrong, say the media. Heck, even the liberal fact-checking site FactCheck.org says so.
But, in fact, it's almost certain that illegals did vote — and in significant numbers. Whether it was three million or not is another question.
While states control the voter registration process, some states are so notoriously slipshod in their controls (California, Virginia and New York — all of which have political movements to legalize voting by noncitizens — come to mind) that it would be shocking if many illegals didn't vote. Remember, a low-ball estimate says there are at least 11 million to 12 million illegals in the U.S., but that's based on faulty Census data. More likely estimates put the number at 20 million to 30 million.
What's disappointing is that instead of at least seriously considering Trump's charge, many media reports merely parrot leftist talking points and anti-Trump rhetoric by pushing the idea that Republicans and others not of the progressive left who seek to limit voting to citizens only are racist, xenophobic nuts.
But there is evidence to back Trump's claims. A 2014 study in the online Electoral Studies Journal shows that in the 2008 and 2010 elections, illegal immigrant votes were in fact quite high.
"We find that some noncitizens participate in U.S. elections, and that this participation has been large enough to change meaningful election outcomes including Electoral College votes, and congressional elections," wrote Jesse T. Richman, Gulshan A. Chattha, both of Old Dominion University, and David C. Earnest of George Mason University.
More specifically, they write, "Noncitizen votes likely gave Senate Democrats the pivotal 60th vote needed to overcome filibusters in order to pass health care reform and other Obama administration priorities in the 111th Congress."
Specifically, the authors say that illegals may have cast as many as 2.8 million votes in 2008 and 2010. That's a lot of votes. And when you consider the population of illegal inhabitants has only grown since then, it's not unreasonable to suppose that their vote has, too.
Critics note that a Harvard team in 2015 had responded to the study, calling it "biased." But that report included this gem: "Further, the likely percent of noncitizen voters in recent U.S. elections is 0."
Really? That's simply preposterous, frankly, as anyone who has lived in California can attest. Leftist get-out-the-vote groups openly urge noncitizens to vote during election time, and the registration process is notoriously loose. To suggest there is no illegal voting at all is absurd.
What's appalling, as we said, is not the media's skepticism, but its denial. But why? Illegal votes shouldn't be allowed to sway U.S. elections. So why tolerate them?
When the far left began insinuating that the Russians had hacked the election, the media treated the nonsupported claims with the utmost of respect. They still do. But not Trump's suggestion that illegals voted, and in large numbers, mainly for Democratic candidates, including Hillary Clinton.
And, yes, Trump is right: Illegal votes may in part explain why Hillary now has a nearly two-million-vote lead in the popular vote, even though she lost convincingly in the Electoral College. A Rasmussen Reports poll earlier this year found that 53% of the Democratic Party supports letting illegals vote, even though it's against the law. It's pretty clear why.
Yes, there is room for skepticism of any claim that's made. But every vote cast by someone who isn't by law permitted to vote disenfranchises American citizens. The charge should at least be taken seriously.
Meanwhile, we will expect the media to continue to give its fawning attention to the spurious challenges of nonexistent vote tampering leveled by Hillary Clinton and Jill Stein, on behalf of the progressive wing of the Democratic Party.
While the media savage Trump and his motives, please recall what Hillary said in the debates: that the idea a defeated candidate wouldn't recognize the results of the election was "horrifying." And she has also agreed there is no "actionable evidence" of either hacking or outside interference, despite joining with Stein to seek recounts.
So what about Clinton's motives?
As for Stein, who barely registered a blip on the 2016 electoral screen, the $5 million or so she has raised to pay for recounts really seems more like a ploy to bail out her failed campaign than a serious attempt at a recount. But the media continue to treat her like a serious political operator — not the far-left kook she is.

California’s voter registration system is “highly susceptible to being compromised,” because of immigration policies protecting the Golden State’s 2.4 million illegal immigrants, authorities have told Fox News.
The integrity of elections may be compromised by a lack of oversight of non-citizens registering and voting, said Hans von Spakovsky, manager of the Election Law Reform Initiative and senior legal fellow for the Institute for Constitutional Government at The Heritage Foundation.
“If you are talking about California, the state is apparently relying on the illegal alien to tell the state they shouldn’t be registered. There is still an honor system,” said von Spakovsky, co-author of the book “Who's Counting? How Fraudsters and Bureaucrats Put Your Vote at Risk.”
The problem with California is there is no separate verification of citizenship on voter registration, said Charles Bell, Jr., a partner with California-based Bell, McAndrews & Hiltachk, LLP, a law firm that specializes in election law. Applicants can check a box affirming they are citizens, and this is not checked against any other government database such as federal immigration records.
“We have an honor system, which is effective for people who are honorable, but is also an opportunity for people who are not honorable,” Bell said. “There is a gap in the system, and we don’t have administrative folks who will be aggressive about looking into that.”
One concern, said Jessica Vaughan, director of policy studies for the Washington D.C.-based Center for Immigration Studies, is that California issues driver’s licenses to illegal immigrants, allowing them to automatically be registered to vote under the federal “motor-voter” laws. Since the AB60 law went into effect in 2015, 806,000 illegal immigrants have received a license.
However, a spokesperson for the California Secretary of State countered that while state law prohibits the Department of Motor Vehicles from sharing AB 60 applicant information with the public and most state agencies, including the Secretary of State’s office, AB 60 license applicants are not afforded voter registration opportunities when visiting the DMV.

There is no driver’s license required to register to vote, and there are stiff penalties for illegally voting, the spokesman said.
Even John Podesta, former chairman of the 2016 Hillary Clinton presidential campaign, acknowledged in a leaked email that driver’s licenses do provide a loophole.
“On the picture ID, the one thing I have thought of in that space is that if you show up on Election Day with a driver’s license with a picture, attest that you are a citizen, you have a right to vote in federal elections,” Podesta wrote in a February 2015 email leaked by Wikileaks.
President Donald Trump set off a firestorm when he wrote in a November 27 tweet that he would have won the country’s popular vote if the “millions of people who voted illegally” hadn’t voted. He alleged voter fraud in California, among other states. Trump won the Electoral College, but lost the popular vote by nearly 3 million, largely because of California voters.
California Secretary of State Alex Padilla immediately called Trump’s allegations of voter fraud “false and unsubstantiated” and “corrosive lies without any evidence.”
While Trump said voter fraud won’t be tolerated under his administration, past presidents didn’t make election integrity a priority, said Vaughan. The federal government can help local or state government agencies verify citizenship of registered voters, but the Obama administration blocked state and local governments from using the federal verification system, Vaughan said.
Claude Arnold, who served as the former Special Agent in Charge for the U.S. Immigration and Customs Enforcement Homeland Security Investigations in Southern California, Nevada, Minnesota, Iowa, Nebraska, North Dakota and South Dakota, said he has witnessed voter fraud firsthand.
“Throughout my 27-year career with [Immigration and Naturalization Service] and ICE, I arrested hundreds of illegal criminal aliens who had voter registration cards,” Arnold said. “They would often admit they voted, but they were rarely prosecuted for illegally voting.”

He said most of the time, the alleged criminals were registered Democrats.
“Just one time,” he said, “the person was a registered Republican.”
There are many advocacy groups that want voter registration to be simpler.
The Brennan Center for Justice wants automatic voter registration laws to be expanded across the country.
The law, which was passed in California, Oregon, Vermont, West Virginia, Connecticut and Alaska, means eligible citizens who interact with government agencies are registered to vote unless they decline to do so. Government agencies must transfer voter-registration information to election officials.
In California alone, the automatic voter registration law could lead to an estimated 6.6 million eligible but unregistered voters being added to the rolls, the Brennan Center for Justice reported.
“[Automatic voter registration laws] create a seamless process that is more convenient and less error-prone for both voters and government officials,” the institute said in a statement. “This policy boosts registration rates, cleans up the rolls, makes voting more convenient, and reduces the potential for voter fraud – all while lowering costs.”
