The FBI has to determine that someone, beyond a reasonable doubt, has violated a law, in order for them to be charged with a crime. That's all I'm saying. Yes, there will always be a due process after being charged with a crime by the FBI. But the FBI surely don't go around and charge innocent people with crimes. So guilt has to be predetermined by the FBI in order to have them charged with a crime!
