It's the first 10 amendments to the Constitution and nowhere does it say anything about people governing and policing themselves. It is where the right to Free Speech is guaranteed. It also states that the military, in peacetime, cannot take over your house and live there. That you have the right to a speedy trial and that we're protected against unreasonable search and seizure. It's also where the right to keep and bear arms is stated. But nothing about governing and policing ourselves.
